I'm pretty sure this is legal, but since it's the basis for a fun deck I don't want to get screwed. Does Elfhame Sanctuary + Recycle work? I mean can I get a land in my upkeep each turn, and then play it to draw a card and restart my engine? (ie is it ok to skip your draw phase with two cards.)

Yes that does work. You have to skip the draw step of your current turn but that doesn't matter much because you have to skip it anyway.
Can you use Library of Leng to conteract the "Maximum hand size reduced by X" effects?
its not being reduced...its being set...there is an important difference here...
continuous effects are ordered the way they came into play....so if Leng is in play first (infinite), then Recycle (2), you will end up with a hand size of 2....if it's the other way around, you will end up with infinite
now with something that does actually reduce hand size, it doesnt matter because infinite plus or minus anything is still infinite.
Serra: Would Spellbook work in either case? I'm not sure with the current text of Recycle. (if it says "in your discard phase, discard down to 2) then it works... but I'm not sure with max hand size.
Recycle does say "Max hand size is 2"
Spellbook is just like Leng..."no max hand size," so the order matters...Spellbook, then Recycle = hand size of 2....Recycle, then Spellbook = inifinite.
