I would think that with the True Nuetral followers the God, I think that should be enough order.

We've said that guilds with access to the meeting hall ("Spire" is a decent name, IMO; I think somebody used that) are going to have to swear to a code in order to keep chaos from overtaking the mill. What should this code be? A non-aggression treaty? Something simple, I think, without a lot of technicalities.

things gettin stagnant, and i dont think anyone wants to jump in, being that this is a planning board. things are pretty much set as far as guilds go. im not saying there wont be more, but for the ones we have things seem to be almost set. the soldevi guild needs a few council members though (hint hint). check the thread.
And Tel Varon needs a few High Council members also.
As far as preventing a descent into Chaos goes, I'm not all that worried. Non-aggression treaty would be no fun.

Erm, I guess, but I thought we wanted to make some kind of treaty Guilds had to "sign"?
nah...just have a self regualting system, where the offenders are taken down 8)
